Jordan’s position on Israeli settlements
Israeli Settlements are in violation of international law, the Fourth Geneva Convention and contravene the Palestinian-Israeli agreement, which precludes each party from taking unilateral actions that prejudice the outcome of issues to be dealt with in the final status negotiations. Settlement building entails many dangers, foremost among which is harming Palestinian rights to land, water, agriculture and industry, forcing them to migrate. Furthermore, settlements only add to the current atmosphere of mistrust and violence and a total freeze on these activities – including natural growth - until a final status agreement is reached is necessary for the implementation of the Mitchell plan.
"The initiative provides clear principles and mechanism for a just and
lasting solution: Two secure states, Israeli withdrawal from the Palestinian
territories and dismantling of settlements, two capitals in Jerusalem, and an
agreed solution to the refugee issue. This is the unavoidable road to peace."

In his
visit to Washington, April 26th-29th 2003, Minister of Foreign Affairs Dr.
Marwan Muasher stressed that the implementation of the roadmap means an
"end to settlement activity."

by Foreign Minister Dr. Muasher on April 29, 2003 to the Center of Strategic and
International Studies:
"And yes, it means an end to settlement activity. We cannot today be
talking about a viable Palestinian state or even a viable two-state solution
unless we stop settlement activity and unless we stop settlement activity now.
In two years it will be too late. And even if all the stars are properly aligned
in two years and everybody wants a two-state solution, we will be faced with the
fact that a two-state solution will not be viable, given the rapid expansion of
settlement activity and the Swiss-cheese transformation of the West Bank."

And to continue an expansion of settlement programs is very detrimental to

settlement of the Arab-Israeli conflict, and the Iraq issue, based on legitimate
international resolutions, which should be the first point of reference in
